A Bill Of Federalism

The writers of the original Federalist papers wrote extensively of the division of powers between the federal and state governments. They also warned of the dangers of democracies and how they create division. After all democracies devolve into two wolves and a sheep voting over what to have for dinner. There has been a drastic pendulum swing since the War Between The States(Civil War is inaccurate as the states seceded and were not fighting over control of the U.S.) toward federal power. This power grab was last seen during the stimulus package. Many of the programs that were paid for by the package this year are permanent entitlements and become unfunded mandates next year. This is why so many governors tried to refuse part of the package.

A professor at Georgetown University has written a Bill Of Federalism to rebalance the powers.
