Should Congress Break Up The SEC?

We hear alot of talk about banks and other large institutions being "too big to fail" and getting large amounts of taxpayer money. History has dictated that once something becomes too big then they are considered a monopoly and need to be dismantled to create competition.
If congress is serious about creating fair competition then they need to do something about college football.
The SEC is without doubt the premier college football conference. Since the inception of the BCS in 1998 they have won half the championships, including the last four. As opposed the Big-12 has 2, with the Big-10, PAC-10, ACC, and Big East winning one each.
ESPN has a billion dollar deal with the league proving that the rich only are getting richer. In this year's recruiting 6 of the top 10 rankings are SEC schools. Recruits want to play on TV and be in the hunt for a national championship.
I've detailed a realignment to help bring parity back to the college game.
Send Florida and South Carolina to the ACC in exchange for Georgia Tech and Florida State
Send Arkansas to C-USA in exchange for Southern Miss.
Send Kentucky to the Big East for South Florida
Make Notre Dame join the Big-10 so they can create revenue with a conference championship.
So the new look of the SEC would look like this:
SEC-East
Florida State
Georgia
Georgia Tech
South Florida
Tennessee
Vanderbilt
SEC-West
Alabama
Auburn
LSU
Mississippi State
Ole Miss
Southern Miss.
